You can obtain a US FAA glider rating even if you are a foreigner. In order to to be able to do so, the following will be needed:
* A valid passport or picture ID with signature
* Speak understand and read English.
* No medical needed (self examination).
* Training with FAA approved instructor (cfig or cfig/mg for self launch motorgliders) to obtain minimum FAA requirements for rating. (Click above on training process for training and cost)
* Written FAA test (computerized)
* Logbook endorsement for FAA checkride by your american instructor.
* Pass FAA checkride for the desired rating.
A Private Pilot Certificate qualifies you to carry passengers, rent gliders here and at other gliderports, or fly your own sailplane.

I)-Track one: "pay as you go"
From start to solo $1500 to $2000 depending on skills, commitment, and prior experience.
From Solo to being endorsed for FAA Checkride: $1500 to $2000 depending again on skills, commitment and prior experience
From Endorsment to checkride : $850 to $1000 This includes 3 flights endorsement with flight instructor, 2 hours ground instruction quizzes and check,

II)-Fast track or Blocked time:
3 payments, one for each phases:
Phase 1 from Start to solo: $1500 including upto 15 hours of instruction glider rental tows and ground instruction
Phase 2 from solo to endorsement, $1200 no matter what this is what it will cost you to get to the endorsement, rates are locked in
Phase 3 from endorsement to FAA checkride:$850 this will includes the 3 flight endorsement and supplemental flight instruction if needed.

Licensed Pilot?
If you already have a Pilot Certificate with a Heavier than Air rating (e.g. Airplane), your prior flight experience will allow you to add a glider rating in a few days for as little as $2,500 . In this case, The FAA waives the requirements for taking the Glider Knowledge Test and for holding a current Medical Certificate (however, you should "self-certify" yourself as healthy).
